I have all these files. The *.c of each was updated yesterday by the
file's timestamp, the header files look to have last been updated on the
14th of this month, except for m_simd.h, which was modified on the 9th.

Um, not quite sure about what CFLAGS are, but I took a guess. I looked
in config.log and the makefile created after a ./configure
--prefix=$HOME/pd --enable-jack --enable-fftw --enable-threadedsf and in
both files it said:
MORECFLAGS=' -DJACK_XRUN -DDONTUSESIMD -DDONTUSESIMD -DTHREADED_SF
-DGARRAY_THREAD_LOCK -D_GNU_SOURCE -DPA_USE_OSS -DPA_LITTLE_ENDIAN

-I../portaudio/pablio -I../portaudio/portmidi-macosx
-fno-strict-aliasing'
I thought maybe two -DDONTUSESIMD was too much, so I removed one from
the makefile (a shot in the dark) and I still had the same problem.
Here's the output of cat /proc/cpuinfo for what it may be worth. It is
an Athlon XP w/ SSE.
