Why is it any important to be able to use 1 directory instead of 2 ?

there are variations in Pd's APIs that may require different versions of 
externals.

If you have an external that gets compiled with class_settooltip
capability then it cannot be loaded in Pure/MSP. That was introduced in
devel_0_37.

The impd/desiredata API is also different. It has gobj_subscribe,
pd_upload, pd_scanargs, etc. and will continue to diverge unless it is
followed by compatible changes in other APIs.

In the light of this, there is room for four offerings, short of putting
exact API versions in the filename.
