Usually it's patent issues more than licensing issues, AFAIK. And
most of those patent issues are null in most of the world, or even
all of the world except the U.S. Somehow Fraunhofer managed to get a
patent in Europe on MP3, so that would still be not allowed in Europe.
But the GPL/BSD/etc code that is not in Debian only because it's
patented in the U.S. would be totally legit in Europe.
