[PD-dev] removing hexloader from startup libs

Hey,

It seems that the hexloader functionality, while a really nice  
feature, is still a bit raw.  I don't think it should be removed from  
Pd-extended, but I am thinking now that it should not be part of the  
default startup.  Instead, you can load it with [declare], [import],  
etc. when you need it.

Any objections?
