Yes it's random, but it's not uniform random. It's a Markov chain with a
probability matrix of:
0 ¼ ¼ ¼ ¼
¼ 0 ¼ ¼ ¼
¼ ¼ 0 ¼ ¼
¼ ¼ ¼ 0 ¼
¼ ¼ ¼ ¼ 0
which is an all-ones matrix minus the identity matrix (and then divided by
4 for standardization...)
