[PD] fileformat of PD (0.37+)

Hmm... I looked at the "new&old" thing and can't understand what's going on
at all.  Anyway, I'm hoping to treat the old behavior as "obsolete" and
make it impossible to make old-style ones, but still support old-style ones
in peoples' patches.
