[PD] Cyclone breaks, WinXP Pd-extended 0.38.4

Strange.  Try loading the included reg file C:\Program Files\pd\pd- 
settings.reg.  Just double-click and let it install.  That sets all  
the libraries to load.  Then you don't need [cyclone/prepend] but can  
just do [prepend].
