The Langlois Foundation is not specifically founding local organisations or
initiatives, its mandate is international.

Excerpt from its (flashy) web site:
"Through this program, the Foundation seeks to support the projects of
organisations in its priority regions outside the European Union and North
America, with the exception of Canada and Mexico. To be certain, please
check that the name of your country is listed among those recognized by the
Foundation.
Generally, the Foundation supports projects that allow artists, researchers
and scholars to develop their knowledge and expertise locally in their own
regions."
