Imagine a text file that had the same name on all platforms.
A default copy could be in the main pd directory and another in the
user's home directory would override the default if it existed.
It could contain stuff like:
<externals_path>C:\program files\pd\extra</externals_path>
<externals_path>C:\pd_040\extra</externals_path>
<help_path>C:\program files\pd\doc</help_path>
<lib>Gem</lib>
<midi_device>soundblaster</midi_device>
<real_time>off</real_time>
and so on. Basically everything that goes in a .pdrc file or command
line but with tags.
Unrecognized tags would be silently ignored for backwards compatibility.
It's human readable and editable but pd could also write and read it.
