[PD] pecycle

I've downloaded pecycle and pecycle-loops from
 
http://footils.org/cms/show/16
 
I've tried opening the patch but it instantly crashes PD.  
 
There aren't readme files included for explanation.   Is the patch Linux
only?  Is there any way to distinguish a Linux from a Windows patch ?
