[PD] Makefile.in needs corrections

Hello.

a while ago i have discovered that the Makefile (from vanilla tree) is not installing some files very right ..
it gives an executable permission to some regular files , the
help-patches and html docs

sugessted correction is to add -m644 arguments to 'install'
command in lines 173 and 178 of 'src/makefile.in'

as a sysadmin, i find it a bit annoying that regular files got exec
permission ..



could be nice to have this fixed in 0.41-release
