depends on your window manager :-)
(indeed one of the big drawbacks in the linux world; while OSX and w32 
basically offer you a single, unconfigurable window manager, on linux 
you get loads of different window managers all configureable in 
_different_ ways!)

anyhow, assuming you are using kde, try playing around with kcontrol 
(Desktop->Window Behaviour). i keep forgetting the exact required 
settings though (i don't change the behaviour that often)
