No, we explicitly discussed the name and leading dot.  Don't remember  
exactly where.

We read the Free Desktop standards and didn't find anything relevant.   
External libraries are not conf files, so .config isn't appropriate.   
They are not really documents either.  If the Free Desktop standards  
do come up with something that fits, I think it would be a good idea  
to follow that standard.
