[PD] gridflow 9.13 for windows?

I only changed the README.

I didn't use that layout for this release, but it would be a possibility 
for next release (or even now), if we answered satisfactorily the question 
of where do we put the instructions for unpacking the file, because 
currently the only instructions for unpacking are inside the package. (it 
reminds me of an old joke...)
