afaict (after looking at the code and verifying with the help-patch),
the "size" message only changes the *active* rectangle (that allows you
to select the object), rather than the image itself.
so yes, i can confirm your observation.

i also did a quick check on the documentation [1] and toyed with the
code, and find that indeed the best you can get with re-scaling is
integer factors (e.g. triple width and half height; but not so easy to
make a 800x600 image fit into a 720x540 canvas)
