Most likely solution is to tweak settings on the server (as you cannot rely on people reconfiguring their Ubuntu). If it works from nowhere, the server (or the network around it) is misconfigured. Most likely solution is: to tweak settings on the server. (Or, eventually, try another one.)<br>

Be aware that it's almost 400 GB and there is a lot of trash before you attempt to download it all.<br>
