allright (trying not to be rude about XP)
tell explorer to display filename-extensions: you will see that the 
"GEM_INSTALL Ms-Dos command" is in fact a "GEM_INSTALL.bat"-file
why are you not able to edit it ?
try right-clicking the file and use "Edit"
or try opening the notepad-application (should be somewhere in 
"utilities" or "extras") and open the file with it (you might have to 
tell notepad to open "any file" and not just "*.txt files")


please understand that i cannot give a full manual to such an 
error-prone OS as windos (to be fair: i cannot give a full manual to any 
OS); your problems are really with windos
