no, glut should not be needed.
how did it complain?

well yes; it should be a dependency on libtiff-dev ("no" matter which
version)

libgl-dev is a virtual package, provided by e.g. xlibmesa-gl-dev.
however, it might be provided by something else, and the dependency is
rather generic.
