[GEM-dev] packaging headers for Gem

Hey all,

Since more and more people are writing externals for Gem, it would be  
very useful to include the 'Base' headers in Gem installations.  I  
don't have a particular idea of where they should go tho, that I'll  
leave to the Gem devs.
