They are synced every 8 hours, IIRC.  You can see the cron jobs in / 
etc/cron.d and /etc/cron.daily on 128.238.56.50 (debian-stable-i386).   
THey are up-to-date now:

pd at debian-lenny-i386 ~ $ cd /home/pd/rsync/pd-extended/externals/Gem
pd at debian-lenny-i386 Gem $ svn up
At revision 4163.

If you are logged into 128.238.56.50, you can check ~pd/rsync to see  
what all of the build servers are rsyncing against.
