[PD-announce] Pd 0.38 test 13 released

Hi all,

Thanks to Patrick and Cyril for flagging errors in my menu key-equivalent
stuff... I've released test 13 to try to fix them.

I think I fixed the problem Patrick had (ctrl+e broken) but only hope I've
fixed Cyril's ("ctrl+1" meaningless on French keyboards where "1" needs the
shift key).

I'm also only hoping I've fixed the Finnish "$" problem on Macintosh.
