I've put a compact (1.8 MB) double-clickable Tcl/Tk installer that works
under Jaguar (and *only* under Jaguar) here:

It includes a patch that works around the mouse update issue, which seems
to work for me on very initial testing. You might like to back up your
tcl/tk frameworks and Wish Shell.app in case something goes horribly wrong.
Please take a look. I'd appreciate feedback.
