[PD-dev] External Manager - Load my Externals

I think that any objects that a developer puts into the CVS should be 
included in the packages.  There are a a couple exceptions: when it 
would cause a name conflict and when that developer doesn't want it to 
be included.

So as long as the cyclone objects don't have any library dependencies, 
then they should be part of the main package.
