[PD-dev] 'packages' modules

I created the 'packages' module in CVS.  I'll move 'darwin_pkg' to it  
soon.  It would be great to have a 'debian_deb' folder in their with  
everything needed to compile the .debs of Pd and all the CVS goodies.
