I think you only need the -dev packages if you are going to compile
Pd.  The regular packages should include the libs.  But I am speaking
from a Debian perspective.

My guess is that RedHat and Mandrake might have different standards for
naming/symlinking their libs.  I know RedHat and Debian differ, causing
problems in the past.
