[PD-dev] OSC over multicast

multicast is an IP protocol.  But all of the routing
equipment between the multicast server and client have to support it in
order for it to work.  Since multicast isn't required in IPv4, using it 
across the internet isn't always possible these days.  multicast is
required in IPv6.
