[PD-dev] Error Compiling toxy on MacOS X

I just checked out a whole new miXed dir from cvs and am trying to 
compile toxy on MacOS X.  I get this:

hans at sla:toxy > make

widgettype.c:16: parse error before `;'
make: *** [widgettype.o] Error 1


Which is caused by this unusual construction(at least in my book):

#include "default.wiq"
;

default.wiq is empty on my machine:
-rw-r--r--    1 hans     staff           0 Mar  8 23:52 default.wiq

How should I fix this?
