[PD-dev] d_global.c comment: blocksize

Hi Tim,

The block size changes dynamically, so it's not useful to know what it is
at an object's creation time, for instance.  It can be found when DSP is
sorted; since DSP gets resorted if a block~ is added or changed, this is
always up to date.
