[PD-dev] FYI: CVS ACLs changes

I added maxlib and iemlib to the ACLs since they are not maintained in the
CVS, they are just imported there.  So in order to avoid merging
headaches, added ACLs

Both of these are built from the externals build system, so any changes
should be made there:

externals/build/src
externals/build/(linux|darwin|windows)

Also, I realized that some of the previous ACLs probably were not working
since the syntax was wrong.  I changed it to have proper syntax.  Let me
know if anyone gets locked out and I'll fix it.
