[PD-dev] devel_0_38 compilation

Hi Tim,
currently, devel_0_38 is not compilable on OSX because of
ld: Undefined symbols:
_env_tilde_accum
_line_tilde_slope_simd
_peakvec_simd

Apart from that i disabled LOCKFREE fifos  for powerpc since the 
assembly code for CAS2 can't be assembled:
