[PD-dev] sigprvu hack

hi all,

i did an ugly hack to prvu~ from iemlib1 ... adding sse support for gcc
...
removing the branch and doing loop unrolling should be some speedup ...
it is ugly because: 
- only compiles against devel_0_38
- only compiles with gcc ...

still ... the patch is attached, just in case someone want to use it ...
