i have updated the INSTALL.txt file.

why are there 2 versions of several files in the CVS, like INSTALL and 
INSTALL.txt ?

since the stable branch only has the .txt files in there, i would 
recommend removing the files without extension (these files are really a 
pain ita under windows)
