Summary: Win32: bring back the the command line windows

Initial Comment:
currently (0.38-2) when pd get's started from the
cmd-line it immediately detaches itself from the
dosbox. debugging information (verbose),... is written
into the main-window "console".

this is fine, as long as you don't have patches that
crash on loading, as you never know where it crashes
(due to the main window being closed on crash)

using the "-stderr" flag sends the messages into nirvana.

i really love, that pd does not need the shell anymore,
but it would be best to still get it back when using
the "-stderr" flag.
