[PD-dev] more on cvs_acl for iemlib...

so this time i'll not go the irc and find some admin there, but rather 
try it here:


after a bit of discussion with tm, we are now (again!) opting for a 
change to the acl.

- a second (backup) person should get write access to the MAIN-branch of 
iemlib: we thought about me....

- only the main branch (HEAD) of iemlib should be restricted, so people 
can do patches/bugfixes/... by creating an "iemlib_devel" branch.

this is ok for tm, and hopefully for all others too
