First a clarification of CVS terminology: HEAD is a tag, like a version  
number, for the most recent commit to the MAIN branch.  So MAIN is the  
branch that should be restricted.  It is supposed to be.  Here's the  
lines from CVSROOT/avail:

unavail |  | pd | MAIN
avail | millerpuckette,ggeiger | pd | MAIN

Strange, something isn't working, or Jamie hacked the system ;)  This  
is the stated syntax:

{avail.*,unavail.*} [|user,user,... [|repos,repos,...  
branch,branch,...]]]

Unfortunately, I don't have time to debug this right now, and nothing  
is glaringly obvious.
