[PD-dev] renaming iemabs help files to the standard

Its only been documented really on this list and by practice.  There  
has been quite a bit of discussion on it, check the archives if you are  
interested.  It would be nice if that HOWTO was changed to reflect  
this.

I think its become "extra" by default, since that's where the standard  
path points too.
