[PD-dev] building Tcl/Tk on MinGW

Anyone know of some solid instructions for building Tcl/Tk on MinGW?  I  
got Tcl built fine, but Tk won't build if I point ./configure  
--with-tcl=/path/to/tcl8.9.11/win
