[PD-dev] tcl 8.5 help browser bug and a fix

Since I am not familiar with the patch tracker, below is the plain-text version.
Please also see attached file if this list also accepts attachments like gem-dev
does. The fix is rather simple and should be straightforward to understand.

P.S. This is a patch applied against a freshly updated CVS checkout.
