As far as I can see the function table16_getarray16 is declared in 
iem16_table.h as:

EXTERN int table16_getarray16(t_table16*x, int*size,t_iem16_16bit**vec);

Maybe the EXTERN is not right defined for windows in the extended builds 
? (what should be there ?)
