[PD-dev] what is schedlib/externalschedlibmain?

I just noticed this new code in s_loader.c and pdj.  Is there any  
explanation of what it is anywhere?  I couldn't find it.  But from  
what I read in pdj about it, it sounds useful for me elsewhere.
