[PD-dev] pkg-config on mingw

bizarre.  I had some other problems later which I attributed to
pkg-config, but I'm afraid I don't recall the error message, or where
they occurred.

maybe we should do like the pkg-config folks suggest and try building
pkg-config with a static local copy of glib-1.x?
