Summary: add broadcast support to netsend/netreceive

Initial Comment:
Add support for broadcast addresses to make it possible to use netsend/netreceive without having to set any IP.  a 255.255.255.255 broadcast address will work on any IP range, including auto-assigned 169.254.0.0/16 addresses.
