Initial Comment:
Resolves conflicts between USEAPI_DUMMY and other API settings when compiling libpd (http://gitorious.org/pdlib) for iPhone and other platforms.  The patch only has an effect if USEAPI_DUMMY is defined.

Message:
This is a simple change to the USEAPI_DUMMY stuff to allow it to work on
any platform, which is needed when embedding libpd into things like
Android, iPhone, Java, Python, etc.  Basically, when you use USEAPI_DUMMY,
it usurps setting the default over all other USEAPI_* statements.
