Summary: ctrl+shift+drag number box doesn't work

Initial Comment:
Up to 0.42.x, dragging the cursor on a number box while pressing ctrl+shift while NOT in edit mode was equivalent to dragging while pressing shift while in edit mode,i.e. it caused the number to change by decimal increments.

In 0.42.3 this doesn't work any more (shift+dragging while in edit mode does work)
