Summary: Adding missing MIDI prototypes to s_stuff.h

Initial Comment:
A previous patch added MIDI prototypes to s_stuff.h in order to address some compiler warnings.  Unfortunately, that patch missed three MIDI-related functions that should have been there all along.  This patch corrects that oversight.
