You need the "command line tools" for XCode. From the Apple website:

"Xcode includes a new "Downloads" preference pane to install optional components such as command line tools, and previous iOS Simulators."

 
...so it seems gcc and make are "optional components" you can get from the "Downloads preference pane"
I don't have the latest OS X or XCode so that's all I have for now,
