[PD-dev] compiling pd-watchdog on W32 (was Re: Compiling externals for Windows)

OK ... applied and pushed to git repo.

(I didn't test whether it resolved the "watchdog" problem though.)

I don't think pd-watchdog should be compiled on windows - there's no 
"rtprio" there to necessitate it.
