[PD-dev] version bump?

Miller, 

Can we do a version bump? I think we're still on 0.47.1 and I'm guessing the next version will be 0.48? Mainly need to update the version string in the configure.ac but there may be other places in the documentation. I think I remember seeing you have notes somewhere on this and, if not, I/we can create one. (This has definitely helped in my other projects as it's easy to forget the minutiae.)
