[PD] compiling externs on NT

Thanks Miller, Guenter, I take it from your comments and those of others
on the list VC GUI is not the way to go (it is a mess - full of nasty
micros**t-eze). Didn't know about nmake but will look into it (as I
said, a Windoze compilation novice - give me unix any day)
