another try:

you can download the block.tgz from
ftp://iem.kug.ac.at/pub/pd/experimental/
it features:
down- AND up-sampling in sub-patches
various up/down-sampling-methods (well, only various upsampling methods
until now)

todo:
o add other upsampling methods (4point interpolation,
sinc-interpolation)
o add downsampling methods (automatic antialias-filtering)
O fix the pd-bug for various OLAs

add O: so you still cannot simply use "block~ 64 2"... (with or without
resampling)

README:
1. backup your d_ugen.c g_io.c m_pd.h files in your pd-src
2. extract the block.tgz into your pd-src
(there are 4 files: d_ugen.c g_io.c m_pd.h d_resample.c)
3. edit your makefile: add "d_resample.c" to the list of files
4. compile
5. try the "updown~.pd" help-patch
